RESUMO De acordo com a abordagem pós-keynesiana, a incerteza é inerente aos loci em que os investidores tomam as decisões de alocação da sua riqueza (ou da riqueza que administram) numa economia monetária. Nos mercados de ativos financeiros, para lidar com a incerteza os agentes utilizam instrumentos que evoluíram ao longo do tempo e englobam dois elementos do processo de decisão: (i) as premissas que serão consideradas, foco da General Theory; (ii) a sequência entre as premissas e a própria decisão, foco do Treatise of Probability. O objetivo deste artigo é duplo. O primeiro é resumir a contribuição de Fernando Cardim de Carvalho para a compreensão da tomada de decisão sob incerteza. O segundo consiste em analisar os instrumentos de tomada de decisão utilizados nos mercados de ativos financeiros contemporâneos à luz desta contribuição que é especialmente adequada a este objetivo devido ao seu profundo conhecimento do Treatise.

ABSTRACT According to the post-Keynesian approach, uncertainty is inherent to the loci in which investors decide the portfolio allocation of their wealth (or the wealth they manage) in a monetary economy. In financial assets’ markets, to deal with uncertainty, agents use instruments that evolved with time and encompass two elements of the decision-making process: (i) which premises will be considered to make a decision, the focus of Keynes’ General Theory; (ii) the sequel between the premises and the very decision, the focus of Keynes’ Treatise on Probability. The aim of this paper is twofold. The first one is to summarize the contribution of Fernando Cardim de Carvalho to the understanding of the decision-making under uncertainty. The second one is to analyse the decision-making instruments used in contempo-raneous financial assets’ markets in light of his contribution that is especially suitable for this goal due to his acquaintance with the Treatise.

Resumo: A falha do mainstream da teoria macroeconômica em fornecer um conjunto adequado de instrumentos para entender e combater a crise econômica desencadeou um debate entre os teóricos da tendência dominante sobre os próprios fundamentos e sobre as políticas macroeconômicas adequadas. O objetivo deste trabalho é investigar em que medida a crise teve consequências para as teorias e as recomendações de políticas macroeconômicas do mainstream. Argumentamos que os novos keynesianos não passaram incólumes pela crise, eles próprios reconhecendo a necessidade de adaptar seus modelos para a realidade observada. A principal mudança é o reconhecimento da não neutralidade do sistema financeiro, que coloca em questão a política monetária guiada por um instrumento, a taxa de juros de curto prazo, uma meta, a taxa de inflação, que seriam insuficientes para simultaneamente levar a um crescimento estável e próximo do potencial e manter a estabilidade do sistema financeiro.

Abstract: The failure of mainstream macroeconomics to provide a suitable set of instruments to understand and fight against the economic crisis has triggered a debate among the dominant theoretical tendency, on its own foundations and on the macroeconomic policy that should be implemented after the crisis. The aim of this paper is to investigate to what extent the crisis affected mainstream macroeconomic theory and policy guidelines. We argue that new Keynesians did not pass unharmed by the crisis, themselvesacknowledging the need to adapt their models through the incorporation of new variables and ideas. The main change is the recognition of the non-neutrality of the financial system, which calls into question monetary policy guided by one instrument, the short-term interest rate, and by one target, the inflation rate, which would be insufficient to simultaneously lead to a stable and near potential output growth whilemaintainingthe stability of the financial system.

The current crisis shed a new light on issues that, previously, were not perceived as serious or important. It highlighted the close ties between fiat currency and government bonds denominated in it or, in other words, the relationship between Treasury and Central Bank. Two ill-conceived views of the "new consensus" on money that had turned into taboos were put in evidence. The first, derived from the quantitative theory, concerns the rejection of unsterilized monetary expansion; the second, directly related to the neoliberal ideology, prohibits or imposes strict limits on the role of central banks in the financing of public debts.

This paper discusses some features of financial institutions and instruments which originated the financial crisis triggered by increasing default rate, household real estate and financial asset depreciation combined with U.S. subprime mortgages. The first part presents major crisis events in a chronological order. The second part describes the interconnection of the institutions and markets which engendered a global shadow financial system. The third part focuses on an overview of measures taken by government authorities and large banks to bring about possible solutions for the global financial crisis.

Com o aprofundamento da crise financeira internacional no segundo semestre de 2008, diversas empresas produtivas de economias emergentes registraram enormes perdas nos mercados de derivativos de câmbio. Esse fato aponta para a dinâmica, muitas vezes, especulativa, das corporações no ambiente das finanças desregulamentadas. O objetivo do artigo reside em articular tais aspectos da lógica de atuação das empresas com a crise e discutir os impactos macroeconômicos dos prejuízos financeiros resultantes de apostas especulativas em derivativos.

As a consequence of the deepening of the international financial crisis during the second semester of 2008, several productive companies from emerging economies have registered enormous losses in the foreign exchange derivatives markets. This fact points to the speculative dynamics of corporations in the financial deregulation environment. This paper aims to articulate this logic of enterprises' behavior with the crisis and to discuss some macroeconomic effects resulting from the financial losses caused by speculative bets in the derivative markets.

A crise financeira iniciada com a elevação da inadimplência e a desvalorização dos imóveis e dos ativos financeiros associados às hipotecas americanas de alto risco (subprime) recolocou em debate a arquitetura do sistema financeiro americano e internacional, seus potenciais riscos sistêmicos e seus mecanismos de supervisão e regulação. Uma grande variedade de instituições financeiras frouxamente reguladas e displicentemente supervisionadas passou a constituir a contraparte da transferência de riscos de crédito do sistema bancário e a carregar riscos crescentes. O artigo procura discutir a interação dessas instituições financeiras, incluindo algumas características do principal palco dessa interação - os mercados de balcão - e a utilização de determinadas inovações financeiras que amplificaram a crise. Dada a complexidade e opacidade dessas instituições e mercados, busca ainda explicitar a necessidade de aperfeiçoamentos na sua regulação e supervisão.

The financial crisis triggered by increasing default rate, real estate devaluation and financial asset depreciation combined with U.S. subprime mortgages brought about the debate over the framework of the U.S. and international financial systems, their potential systemic risks, and their regulatory and supervisory mechanisms. A great variety of financial institutions which were poorly regulated and badly supervised changed into the counterpart of the credit risk transfer from the banking system and started to hold increasing risks. This paper deals with the interaction of these financial institutions, including a description of some features of the major stage in this process - the so-called over-the-counter (OTC) market - and the use of financial innovations which amplified the crisis. It also aims to clarify the need for improvements in terms of regulation and supervision considering the complexity and opacity of these institutions and markets.

RESUMO Este artigo é uma tentativa de discutir as repercussões macroeconômicas da desinflação de uma bolha especulativa nos mercados de ações e de uma tendência de baixo preço estabelecida. Esta tendência de baixo preço como compreendem recomendações de analistas financeiros, balanços de empresas, empresas de auditoria e agências de notação de crédito dificultam a precificação de ativos, afetam a confiança dos agentes financeiros e contaminam suas expectativas. A crise de confiança provocada por essas revelações pode potencialmente impactar o crescimento econômico dos países desenvolvidos, começando pelos EUA, elevando a aversão ao risco por parte dos investidores e acionando mecanismos reforçados de regulação e supervisão em detrimento dos autorreguladores que vinham prevalecendo até o momento presente.

ABSTRACT This paper is an attempt to discuss the macroeconomic repercussions from deinflating a speculative bubble in stock markets and from an established low price trend. Revelations accrued this low price trend how comprise recommendations by financial analysts, corporation balance sheets, auditing companies and credit rating agencies make the asset pricing difficult, affect confidence by financial agents and contaminate their expectations. The crisis of confidence brought about by these revelations can potentially impact on economic growth of developed countries, beginning with the USA, raise risk aversion by investors and trigger reinforced regulation and supervision mechanisms in detriment to auto-regulating ones which had been prevailing up to the present moment.
